Driving and Cars in Budapest: Licences, Insurance and Rental

The office that decides foreign driving licence conversions and handles the trickiest vehicle paperwork in Budapest.

Good to know: The office page lists document services Monday to Thursday 8:00 to 17:00 and Friday 8:00 to 14:00, with completed documents collectable Monday to Friday 8:00 to 20:00 and at weekends 8:00 to 14:00. The conversion counter itself runs Monday to Thursday 8:00 to 16:00 and Friday 8:00 to 13:00, and Budapest Fovaros Kormanyhivatala states that conversion is handled only here and only on a pre-booked appointment. A rule change in force since 1 August 2024 also allows the application to be handed in at any kormanyablak for forwarding, per the Hungarian road hauliers association, so the two readings differ: booking here satisfies both. Book through the central appointment system or call 1818 (from abroad +36 1 550 1858). Business is conducted in Hungarian, so bring a Hungarian speaker or an interpreter.

The state's own plain language guides to getting a licence and buying a used car, including the free JSZP registration number check that shows odometer history, inspections and recorded damage.

Good to know: Hungarian only, but machine translation copes well because the pages are structured as checklists. The exam fees shown on the licence page were still the pre July 2026 amounts when checked in August 2026 (HUF 4,600 theory and HUF 11,000 practical), so cross check exam prices against the KAV fee table. The JSZP check is free, but the state service description warns that owner and operator data and temporary plate records cannot be seen through it, so it does not replace asking the seller for the logbook.

Good to know: Exams are booked by your driving school, not by you. KAV published a notice on the increase: the new fees apply from 17 July 2026 and the earlier amounts had to be paid up to 16 July, so an exam already registered at the old price is not repriced. The English content section of the site covers only fitness to drive, aviation and navigation examinations, and the road exam pages are Hungarian only, so ask your school in advance which languages the theory test is currently offered in for your category.

Good to know: The vignette is tied to your registration number, so double check the plate and, above all, the validity year before paying: the operator warns that the year cannot be corrected afterwards. Motorcycles buy annual national, annual county and regional stickers at the D1 rate. Petrol stations and resellers sell the same product, sometimes with a handling fee.

Good to know: Budapest parking went cashless on 1 July 2026: the city says over 3,300 machines are being removed and payment is now only by mobile app, SMS or phone call, so install a parking app before you drive in. Charging applies on working days only, zone A until 22:00 and the others until 18:00 or 20:00, with weekends free. Zones are run by the district councils, so residents' permits and exemptions are a district matter.

Run by the insurers' own association rather than a broker, and carrying the tariffs valid from 1 January 2026, so the quotes it produces are the ones the insurers stand behind.

Good to know: Free to use and it hands you over to each insurer's own sales page rather than to an intermediary. The calculator itself is in Hungarian; MABISZ has an English section covering compulsory motor liability cover, the green card bureau and claims. MABISZ is at 1062 Budapest, Andrassy ut 93. Quote based by definition: your premium depends on the vehicle, your bonus malus class and the insurer's tariff.

Good to know: The site states you can pick from the offers of 12 insurers, and it publishes a weekly KGFB index of average premiums for passenger cars. Hungarian only, so plan on a translation extension. Cross check the result against the MABISZ Dijnavigator, which covers the whole market and is run by the insurers' association.

A central Pest school running an English e-learning theory course and English speaking instructors, a few minutes from Blaha Lujza ter.

Good to know: The school states on its own site that its teachers speak English and that the course can be taken in English, and that candidates can sit a computer test or an oral exam in their own language with an official interpreter at extra cost, so ask exactly which option applies to you before enrolling. It also states plainly that it does not teach or examine for licence conversion (honositas), only first licences. Office hours are limited (Tuesday and Thursday 12:00 to 17:00, Friday 12:00 to 18:00). No all in total is published, and the first aid figures above come from its sister site driving-school-budapest.hu, which also shows the current KAV exam fees of HUF 5,100 and HUF 12,200; the older szuperjogsi-drivingschool.hu price page still shows the pre July 2026 amounts.

Publishes a single all in package price for the whole category B course and a separate price list for students taking it in English, which makes budgeting much easier than the usual pay as you go model.

Good to know: Prices above are the ones the school publishes for its English language course; its Hungarian language list is cheaper (HUF 379,690 for the package and HUF 10,990 per lesson), so compare like with like. The package covers the e-learning theory course plus 30 driving lessons and does not include the state exam fees, which the school quotes separately at HUF 5,100 and HUF 12,200. Lessons before 8:00, after 17:00 and at weekends carry a HUF 3,000 surcharge, and the first aid e-learning course is currently sold in Hungarian only. The English road rules course is online e-learning you can finish at your own pace, with four half hour one to one online consultations included. Customer service runs Monday to Friday 10:00 to 18:00; the office at Visegradi utca opens Monday 15:00 to 19:00 and Tuesday 12:00 to 16:00 only.

One of the few Budapest inspection stations that publishes a full price list and splits out the fixed authority fee from its own service charge, so you can see exactly what you are paying for.

Good to know: The HUF 26,700 authority share of the passenger car price matches the fee set in decree 46/2024 EKM, in force since 1 February 2025; only the station's own inspection fee varies from place to place. Booking is online through its appointment system; the test itself takes 35 to 60 minutes depending on the vehicle. Open Monday to Thursday 8:00 to 17:00 and Friday 8:00 to 16:00, cash or card. Business is in Hungarian. A pre inspection check is offered so faults can be found before the official test rather than after a failure, and the station notes it may charge for that check if the car then does not go to the test.

Still running, with more than 600 cars on its own count, and fuel or charging and parking inside the Limo zone included in the price.

Good to know: Prices above are the undiscounted list rates from the service pricing schedule the company's legal page marks as valid from 1 June 2026; a HUF 1,490 per month subscription cuts them by 10 percent and a HUF 7,990 per month spendable package by 20 percent. The e-vignette on board depends on the model: the small cars carry a Pest county sticker and only larger models a national one, so check before a motorway trip. Free parking applies inside the Limo zone only. Rentals must start and end inside the zone, but the cars may be driven across Hungary and to selected countries. Car sharing rentals are capped at 72 hours and longer bookings go through the station based Limo Rent a Car service. Some outer districts and the airport carry an extra zone fee.

The most practical middle path between renting by the day and buying: published monthly rates that bundle comprehensive insurance, the annual motorway vignette, servicing, seasonal tyres and 24 hour assistance.

Good to know: The Hungarian franchise is operated by Mercur Rent a Car Kft. from 2220 Vecses, Hertz utca 2, has been present since 1978 and lists 12 offices nationally. In Budapest the downtown branch at Apaczai Csere Janos utca 4 opens daily 7:00 to 19:00 (+36 1 296 0997), the airport desk 7:00 to 24:00 on weekdays and 8:00 to 24:00 at weekends (+36 1 296 0996), and the North Pest office on Lomb utca 31/B daily 7:00 to 19:00 (+36 1 296 0998). Monthly rates are quoted excluding VAT, so add 27 percent when comparing with consumer prices. The site is in Hungarian; the international Hertz booking channels work in English.

A Hungarian rental firm that describes itself as a significant player on the market since 2001, with a proper English site and rates that already include insurance, 27 percent VAT, Hungarian motorway fees and a second driver.

Good to know: The headline daily rate above is a promotion limited to the 9 seat G category minibus and subject to availability, so an ordinary car will be priced differently: ask for a quote. The Budapest depot on Bocskai ut is visited by prior arrangement only and reservations close 24 hours before the start of the rental; the registered office is at 2045 Torokbalint, Villanyi ut 1. Daily kilometre allowances fall as the rental gets longer, from 300 km down to 100 km per day, and the collision damage waiver leaves 10 percent of the damage with the renter, with a minimum of HUF 150,000, or HUF 250,000 from category G upwards. Fuel is not included and a missing tank is refilled at HUF 1,150 per litre plus a HUF 6,000 service fee.

Business directory listings describe an English speaking team, but there is no English anywhere on its own website, which is why only Hungarian is claimed here: confirm by phone or email that an English speaking mechanic will be there when you come.
