Getting Your Address Card (Lakcimkartya): Why It Unlocks Everything

Quick answer
  • The lakcimkartya (address card) is Hungary's official proof of address and the master key to a bank account, tax number and TAJ health card.
  • You rarely apply for it alone: it follows automatically from an EU registration certificate or a non-EU residence permit, and is issued at a kormanyablak (government window).
  • The physical card costs about HUF 3,700 (under 10 euro) plus roughly HUF 2,000 for mailing, so around HUF 5,700 in total (sourced below).
  • Since 2025 the physical card is no longer printed by default, so request it explicitly if you want it for banks and in-person checks.

What is the lakcimkartya and why does it unlock everything?

The lakcimkartya (address card) is Hungary's official proof of where you live, and it is the single document that unlocks almost everything else in daily life here. Open a bank account, get a tax number, register for the health system, sign a phone contract or set up utilities, and each counter will ask to see it.

It is a small laminated card issued by the government showing your name, your registered Hungarian address and your personal identification number (szemelyi azonosito). For foreigners you do not usually apply for it on its own: it follows automatically from your residence document, whether that is an EU registration certificate or a non-EU residence permit.

This guide explains who qualifies, how the card is issued at a kormanyablak (government one-stop window), what it costs and the recent change that means the physical card is no longer printed by default. What does the address card actually unlock?

Answer first: the address card is the pivot for the rest of your paperwork. Without a registered address, most institutions cannot process you, which is why it earns its reputation as the administrative master key.

  • Banking: local banks generally ask for your residence document, your Hungarian tax number and your address card before they open a personal account.
  • Tax number: to receive a Hungarian tax identification number (adoazonosito jel) from the tax authority, you submit your residence document together with your address card. See the official process at NAV taxpayer registration.
  • Healthcare: registering for the public system and the TAJ card (social security number) run by NEAK relies on a registered address.
  • Everyday contracts: mobile plans, utilities, a driving licence exchange and even a car purchase routinely require it.

Because so many steps depend on it, sorting the address card early removes the bottleneck from the rest of your setup.

Who is eligible for a Hungarian address card?

Eligibility follows your immigration status. The card is tied by law to a valid residence document, not granted to anyone who simply rents a flat.

EU and EEA citizens

Citizens of the EU, the EEA and Switzerland do not need a visa, but a stay beyond 90 days requires a registration certificate. Once that certificate is issued, you become entitled to the address card. The detailed steps are in our guide to the EU registration certificate.

Non-EU nationals

Third-country nationals receive the address card alongside or just after their residence permit, including holders of the White Card for digital nomads, and later as permanent residents. Recognised refugees and people granted subsidiary protection also qualify. Residence documents are handled by the National Directorate-General for Aliens Policing, and it is worth remembering that the residence document itself does not prove your address, so the address card stays a separate, essential card.

How do you get your lakcimkartya?

Answer first: you register your address at a kormanyablak or online through the citizen portal, and the card is produced from that registration. In practice the immigration and address steps are connected, so you rarely file a standalone request.

There are two routes:

  1. In person at a kormanyablak: bring your documents, and if everything is in order the card can be printed on the spot. You can find your nearest office through the government portal, magyarorszag.hu.
  2. Online: use magyarorszag.hu or Enter Hungary with an Ugyfelkapu (client gate) login, after which the card is posted to your registered address.

Note the login change: since early 2025 the old single-password Ugyfelkapu has been replaced by Ugyfelkapu+ with two-factor sign-in or the DAP mobile app, so set one of these up before you start any online procedure (source).

What documents do you need to register?

The paperwork is short, but one item trips up many newcomers. You register your address by proving three things:

  • A valid ID (passport or national ID) plus your residence permit or registration certificate.
  • Proof of your right to the address: your landlord's signed consent to your registration, or ownership documents if you own the property.
  • The completed registration form (lakcimbejelento lap), available at the office or online.

The landlord consent point is the common trap: your tenancy contract alone is often not enough, because the property owner has to sign the accommodation reporting form that authorises you to register at that address. Agree this with your landlord before you sign the lease, so registration is not blocked on day one.

How much does the address card cost, and how long does it take?

Answer first: the physical address card costs about HUF 3,700 (under 10 euro), with roughly HUF 2,000 more if you have it posted, so around HUF 5,700 in total (source).

Several situations are free of charge, including children turning 14, replacing an old booklet-style document, correcting an official error, or a change of address caused by an administrative reclassification of the street (source).

On timing: when you register in person at a government window, the card is typically issued the same day; when it is mailed, it reaches your registered address shortly afterwards. Because the rest of your setup (bank, tax number, health card) waits on this document, treat it as one of your first errands after arrival.

What changed with the DAP app in 2025 and 2026?

Answer first: the physical lakcimkartya is no longer printed automatically by default, and your address can instead be verified digitally through the DAP app (digitalis allampolgarsag, digital citizenship). If you want the physical card, you now have to request it and pay the fee (source).

The digital option is convenient for online administration, but it is not yet accepted everywhere. As of early 2026, many banks and regulated institutions still ask for the physical card together with your ID for identity checks, so most newcomers order the card anyway (source).

The practical takeaway: set up DAP for digital procedures, but still request the physical lakcimkartya so you are never turned away at a counter that has not gone paperless.

Common address card mistakes to avoid

A few recurring errors slow people down, and all of them are easy to prevent.

  • Assuming your residence permit proves your address: it does not, and the address card is the document offices actually record.
  • Skipping landlord consent: without the owner's signature on the reporting form, your registration can stall.
  • Forgetting to update after a move: when you change apartment you must re-register the new address, and the card is reissued to reflect it.
  • Relying only on the digital app: keep the physical card for banks and other in-person checks.

Keep the card somewhere safe and carry it whenever you deal with an authority, because the personal identification number it shows is requested constantly across Hungarian administration.

Frequently asked questions

Do EU citizens get a lakcimkartya?

Yes. EU, EEA and Swiss citizens who stay longer than 90 days first obtain a registration certificate, and the address card follows from it. The residence document and the address card are separate: only the lakcimkartya proves your registered address.

Can I open a Hungarian bank account without an address card?

In most cases no. Local banks generally ask for your residence document, your Hungarian tax number and your address card together before opening a personal account, so the lakcimkartya is usually a prerequisite rather than an optional extra.

How much does the Hungarian address card cost?

The physical card costs about HUF 3,700 (under 10 euro), plus roughly HUF 2,000 if it is posted to you, for around HUF 5,700 in total. Some cases are free, such as children turning 14 or correcting an official error (source).

Is the physical address card still necessary in 2026?

The physical lakcimkartya is no longer printed by default, and address can be verified digitally through the DAP app. In practice many banks and institutions still require the physical card in early 2026, so most newcomers request and keep it (source).

What happens to my address card when I move to a new apartment?

You must re-register at the new address, and the card is reissued to show it. Your registered address has to match where you actually live, so update it promptly after every move to keep banking, tax and healthcare records consistent.
